Ok this is my summary:

This is a document taken from Peter John and Pierre Lurbe's book "Civilistion Britannique" who account for secondary education in Britain today.Their institutional framwork is constituted of nursery class for children aged between 3 and 5 years, frequented by 80% of children being there on a part-time basis only.The most primary schools are divided between the infant schools for the children aged 5-7 years and the junior schools for children 7-11 years.Secondary education is compulsory up to the age of 16 years . This is the old triparte system with grammar schools, secondary moderns and tecnical schools.There are 2000 special schools for children who cannot be catered for in an orddinary school: children are partially sighted or have hearing problems or disruptive children.

Your summary is quite good.
One point : you can't say at the beginning "this is a document" because you need to present the text before saying "this" or "that". It's not awfull to say it that way but teachers will notice it. It can be a good point for you if you are carefull about it.
Always say 5 years old or simply 5. You can say if you wich from 5 to 7.
